I understand that piafctm and the webserver can Be "run as a service."

However, when I set them up as services and restarted my computer, the programs didn't run like i'd expect a 'service' to. instead, the programs popped up with their welcome screens. Basically the result
was no different than putting shortcuts to the program in the "startup"
folder. I still had to select the desired mode (for File, Packet, etc.)
and hit the "START" button.

Now, one thing that was different was that if I killed the program, it'd
start back up again by itself (because the service was set to "automatic"
in windows and to restart the service in case of a problem).

I would like to have the programs start up as services when Windows starts,
with the parameters set, and automatically start monitoring. Other
services start up even before a user logs in (I am using Windows 2000), so
they are running and available all the time.

One good example is those times when my computer restarts (for example,
power surge), and I will not be there to log in, start the programs, select
the Mode, hit START, etc.

Is it possible to have these programs run as actual background system
services, automatically (with no user intervention), when Windows starts?

Now im not sure how to make them start before user loggs in, but you can make windows automatily log in for you for that...

I use batch files in startup to run my webserver, however you can also specify start paramaters in the services control, for that service.

To see all avaliable start paramaters for the applications, open a CMD window, browse to the folder of the application, then type the application name with /? after.
Start, run, cmd
cd C:\Program Files\NetworkActiv Web Server 3.5
NetworkActivWebServerV3.5.exe /?

same for PIAFCTM...

There are two steps to making NetworkActiv PIAFCTM automatically choose a mode of protocol analysis and start listening shortly after it begins...

(be sure to not have any other instances of the program running when you do this, stop the PIAFCTM service if it's running)

1. Run PIAFCTM and check the option titled "Remember my choice" on the mode choice dialog. Then, choose the mode that you wish for it to automatically start.

2. Go to the Settings->General, and check the option titled "Start listening shortly after program begins". Now click OK and exit the program.

At this point, you should be able to start the service and have it do what it needs to do.

Remember that the settings for the normal version and the service are shared as long as you're running them from the same executable. (which is the case unless you explicitely changed it)

I'm not sure what you mean by that. If you configure PIAFCTM correctly, it should start up and minimize to the system tray, even before you log in. (see the Minimization Options under Settings->General)

If it is the icon in the system tray that you do not wish for, go to the Properties of the service in the Windows Sevices Manager, go to the "Log On" tab, and de-check the "Allow service to interact with desktop" option.

The Windows Services Manager is found under Start -> Settings -> Control Panel -> Administrative Tools -> Services.

Other than this, the service will start up automatically before you log on. Just because you don't see the program's user interface until you log on doesn't mean that it's not running.
